This seems like new functionality where a user says "I don't want people looking
at project # 35." This functionality exists if the user goes plot by plot
currently.

messy and would involve rearranging the model. Now is sufficient to embargo
plots individually and the tools for working with embargoes should allow bulk
changing of plot embargo status.

changed from components that are to be deleted to "misc" so that bugs don't get
deleted with component. Sorry for all the email.
