Description
PlantParty and commParty should be deleted and the only party table that will
exist will be Party. This will make it easier for a user (linked to party via a
field in the user database) to be matched to plantConcepts, commConcepts and
observation contribued, etc.

Additionally, I think we should leave the field names in the plant* and comm*
tables alone. ie plantPArty_id and commPartY_ID and only change that they newly
reference party.party_ID instead of plantParty.plantParty_ID. THis will cause
fewer things to break.
