openRectification: need a "possible duplicate plot" alert for incoming plots

Description
When plots are imported, need to check the system to see if there are other
plots already in vegbank which may be the same as the new plot. This would be
reported to the user in the rectification layer. User would then have options
to load the plot b/c it isn't the same as the extant plot, not load the current
plot, or add some information to the extant plot (higher level certificaiton
required).
