Description

TOSProxyDispatcher will query multiple proxies, both distributed and local;
LocalCacheTOSProxy will be optimized for querying all hierarchy providers in the
local cache. This will be postponed to maximize the functionality by e-science,
and because distributed proxies will not be available immediately.
