Description

Make a very easy GUI for routing old NPS-PLOTS data from their db into the
loading module of VegBranch.

Also make a data entry tool that will be similar to the NPS-PLOTS entry tool for
eventual replacement of NPS-PLOTS with VegBranch (hopefully).

beta version of this complete. still needs a good amount of testing.

this is done in VegBranch and will be part of the 1.3 release that NatureServe
folks will help evaluate in CH in May Meeting.
