Description
This mammoth bug is to design a common data model, implement this in XML, get
data from NS in this XML format, process the XML to update/add plants and comms
and the NS Party Perspective for these.

Maggie has produced this XML from NatureServe data. Need to work out selection
criteria on their side and assure that the data in the common XML doc is indeed
an accurate representation of the data in NS.

Maggie sent us the data, and we've processed it from the common model into our
VegBank XML. This is in the queue to load to VegBank.
