Description

Need to populate owner of plots when plots are loaded and create a dataset of
plots when they are loaded. This to be emailed to user as receipt.

This is all in the usr module.

we are now working on this, populating userRecordOwner and userDataset and
userDatasetItem with items added during XML import. See URL for complete
implementation ERD
