closedUpload to VegBank doesn't work

Description
The upload to vegbank feature isn't working.
At one point, the files went:
/tmp/UPLOADS
then to /usr/vegbank/upload/tmp
Neither location has the files that Tim uploaded to me, nor the test uploads
that I did. This upload feature should SAY that upload failed if it didn't
succeed, too. This is embarassing, as I now have to ask him to upload once again.

it doesn't work again. Tested with 40MB file and got the following result:
(seems to have worked, but not in dir that it should be in on vegbank)
file max size limit (in bytes): 200000000
filename: b4_test_import_from_anotherVBr_vegbranch-v1.5b.mdb
file length: 41013248 bytes

Not only does it work (again), but now we get alerted when there's an error (and
sometimes even when there isn't!)
