need to translate the name system field differently-- maybe just detect "quad"
for quadrangle, "state, county" area, etc. for other systems. but changing the
system name messes up the manual matches.

add 2 letter state codes as being recognized, as well as making some
abbreviations recognized for US, etc.

popular state and country abbreviations loaded and work!

place Systems now handled more cleanly. No translation step was being requested
previously. Needs testing now is all.

I have manual match data with "country" and this needs to get resolved to right
thing, as otherwise, the "country" that is in the system "area|country|blah"
won't find it.

fixed! On very newest VegBranch "1.5D?" with capital and D? meaning not a
public release.
