bug 919 has some more information about this. Currently, the plot-query and
downloads need to go through the same SQL-views that SQLStore uses, then this
bug and be squashed. More advanced IP is bug 919

if we change the SQL on the plot query, then download can't be accessed except
through it, and thus all-or-nothing IP would be done.
