Description

when you try to load plots or do other certified-only activities, the system says:

"The page you tried to access requires a higher level of certification.

Please login to your VegBank account.
Certified and professional users increase their ability to use VegBank more effectively.

Thank you,

Login to VegBank:
[log-in form]
"

This is wrong if the user is logged in, we shouldn't prompt them to log in again, but instead ask them to request certification.

now it tells you to get certified if you are logged in, otherwise to log in. Also link is provided in case you want to know more about certification.
