Description
When uses click the "submit data" button on the header of any page in VegBank, they should be checked for certification then, not after they upload a package of XML as is now the case.
That is, the check appears here:
http://aldo.vegbank.org/vegbank/UploadPlot.do
but not here:
http://aldo.vegbank.org/vegbank/DisplayUploadPlotAction.do

fixed by replacing three characters with four different ones in the struts-config file. If only all bugs were so easily fixed...
