Description
If you update the database credentials to point to a 1.9 database, the configuration utility thinks the system still needs to be configured. It doesn't allow you to change anything so you keep going to the config util.

This is a special case. If the database is changed in the background (which shouldn't ever happen), the user would need to change the databaseConfigured value to true in metacat.properties.
