Description
The assessment data import wizard allows users to specify [scanned?] tests that contain student responses and/or instructor feedback. We need the application (client and server) to save those files for use later.

now saving the external files if they exist.
NOTE: we loose the file name when we do this since we transform it into an ecogrid reference rather than a local filesystem pointer. oh well.
