Description
the lter and ltss skins had some <config> elements commented out when they were committed today - this caused an error during initial Metacat start up (for Aaron and I).
Is there any way we can make it so that a wonky skin does not bring down the entire application?
Note: I've committed the lter and ltss files to SVN so that it works.

Informed Ben that he needed to update the utilities module. He did so and reverted his changes and it worked.
