Description
There is no reason to keep having the backup directory configuration screen show up every time on configuration.
It should only show up if the dir cannot be discovered in var/metacat or the user dir.

Changed the MetacatAdminServlet so that it will only display the backup dir configuration if the system cannot discover one.
