closedDocs don't drop off of esa moderator's list once they are approved

Description
The doc keeps showing up even after the moderator approves it. It looks like the query to get the moderators list is still using the pre 2.1.0 access structure.

Changed the xml access paths to reflect EML 2.1.0, adding the 2.1.0 paths to indexing and changing the paths for queries.
Also added a 5 second delay when approving a doc to give the system time to process and index it. it was working fast enough before that the approved doc would still show up. It would go away if you refreshed the moderator's list.
