A private version of the analysis database should be created as well as a public version. There needs to be a form that any recipient of the private version signs to promise not to share it with any others and perhaps other constraints on its use. Perhaps the public database should have a similar agreement that people have to OK before using.

public version now created (optionally) in the post-process steps. Makes sure locations are fuzzed correctly, removes original coordinates and directions to plots for confidential plots, and for complete location embargo, removes state, county, etc.
