Description
The xml used to register a new registry service will fail because the schema location does not exist and we validate new schemas now.
Need to add the registry schema to the build and add that schema to the xml_catalog table.

Updated the MetacatImpl.xml build file in seek to include the ecogrid registry service xml schema files. Added the schema update sql to the 1.9 db update scripts.
