Description
When Word file has a footer or header, PDF converter just converts it as a text so parser has a trouble to recognize the question number and order.
this problem associated to Final exam file from Fall 2004.
when i did parse this file, i removed the footer before converted it to PDF format. then, there is no problem to recognize the questions.

After our discussion on 4-29-2009, it was decided that the ability to select headers and footers in the wizard pages is going to be sufficient to solve this problem.
In the future, we might want to be able to auto-detect the presence of headers/footers and warn the user, but not for the prototype.
