Description
When downloading assessment data with the "transpose" option selected, the dataset is incomplete.

testing on fred reveals that this does work as expected - not sure what the difference is between fred and EGR server.
Note: there is still the "?column?" for foil E column header

i'm skeptical that the latest war file on the EGR server does not actually contain all the latest files. I notice that the metadata fields about each assessment are being returned in opposite order. This is not the case on fred.
I'm afraid i'll have to have arthur redeploy another war. d'oh!

asked for a redeploy - hopefully it was just an error with an outdated war file that i provided.
will test on EGR server when that is reinstalled

after the updated war was installed on the EGR server, this feature worked. (phew!)
