Description
In the next release, metacat will use the file-based the authentication as the default authentication mechanism. We need modify the current doc and add the new part for it.

Jing will add to the existing section in configuration.rst and also authinterface.rst. Then I'll go over it. We should also provide links to bcrypt utilities that an admin might use to generate user passwords (or, rather, that users would use to generate their passwords to give to the Metacat admin).
