fixed headers and footers sitewide. Gabe has updated stylesheets to use the
same properties file to read header and footer. Updating header/footer sitewide
now consists of updated the properties file, then building that to the server,
then updating forms/general/history ... etc. The html files on the server are
static - the header and footer are added during the build process via ant, not
dynamically when a user requests to see a page.
