Should create a Ecogrid tag from SEEK/Branch_1_2_3 for Metacat

Description

Current Metacat release using SEEK/EcoGrid_1_2_2 tag. This code base has an issue that it use hard-coded "http" protocol to access Metacat server in server classes. This issue was fixed in both trunk and SEEK/Branch_1_2_3. Our current Metacat svn trunk is using SEEK/Branch_1_2_3 and it works well.

So we need to create a 1_2_3 tag base on this branch and let Metacat 2.4 branch and trunk to use the tag.
