Odd spacing/sizing/hover behavior in Submit/Login buttons in Arctic skin

Description

I was on arcticdata.io today looking at something unrelated and noticed some graphical oddities.

1. The "Sign in with ORCID" button is different between Chrome and Safari
2. The "Sign in with ORCID" button is a different size than the "Submit Data" button and the text is not aligned to the same baseline
3. Hovering over the "Submit Data" button triggers other elements in the the top bar to shift on Chrome but not on Safari
