Monarch

I've been working on this in the 'overlay' module. It is mostly done now. It
is a configurable interface that you can change the values of almost any text in
the stylesheets via the build.xml file. You must install monarch first, then
install overlay over the top of the monarch installation. Note that the overlay
module will automatically install metacat for you.

I've also been working on a gui installer for metacat. It was supposed to have
monarch support as well but that has been stripped due to time limitations. It
is not done yet.

The interface work is done now. I've punted on the GUI installer. Hopefully the
new knb hire will be able to finish it. The interface could still use some new
icons but other than that, it works well.
