Description
eliminate the border and move lots of text to help file, linked from cert
page "for more info, click here"
also, change help on plot-query.jsp so that it doesn't look like part of the
form. add search buttons as well? Wait for Mark's update.

Certification updated.
Plot-query.jsp was updated by anderson. Somehow, it stopped working when lee
updated vegbank website on 10/13. So, reverted to version 1.6 for this, passing
this but to Mark to see what I messed up. Then, when plot-query works again,
bug can be passed back to me so that I can fix formatting of plot-query page.

Go for it Michael. It appears to be working now. How, I'm not sure. Gabe's
guess is probably most accurate: an environment change that worked itself out.

New help screen has been linke to so that you see a new pop-up window that tells
you how to use the form. WE are having some env. issues that are causing
plot-query to go offline without a complete rebuild. Working on reestablishing
this. Works fine on tekka.
