Description

Part of bug 833 (http://bugzilla.ecoinformatics.org/show_bug.cgi?id=833) should
be implemented sooner. This should be very easy with the new user permissions
system.

UPDATE usr SET permission_type = ...

Also make admin index page with feature list.

List Certification Applications page:
list all pending apps, show first, last name, email, date, curRole
- allow role change per application
- link to more info (detail)

Certification application submission, review and approval are complete. Look in
vegbank/web/email_templates to change the email messages sent to panel members
and applicants.
