Description
We need a lineage and version control metadata standard that allows us to
specify precisely the versioning information among metadata files, data files,
and other objects in the system. This will likely be related to changes in the
current specification of eml-package, which involves showing links among
objects.

Postpone a full lineage model till later when we can do it right. In the
interim, use the eml-protocol module that was agrred upon at the EML 2 workshop
to document processing steps.

Seems that we will not ever actually change this given our new packaging
structure. We may work on it in the context of Monarch, but I'm marking it
"WONTFIX" here.
