openinitial user management system for taxon server

Description
Because many people will be contributing information to the taxonomic concept
server, we need to manage information about users, and allow those users to
manage their own information. The taxonomic server should be extended to
provide these capabilities.
This task is the creation of integrating intial user management code into the
taxon server:
join/login/logout
add information / edit information
administration tools
freeze account
change password
email users

I agree this is needed, but this feature should not duplicate the user
management functionality being proposed by the EcoGrid group. In particular, we
already have a distributed LDAP system containing over 5000 scientists that is
being formally used for authentication in the KNB. It has password management
capabilities. Our plan for EcoGrid is to leverage this system and add on
certificate management, possibly with a centralized certificate server such as
MyProxy. Please discuss the taxon needs with me and the rest of the EcoGrid
team before proceeding on this. Thanks.
