Created a JNI wrapper for the GDAL libraries. We can now call GDALTranslate()
via java/jni to convert from BIL files to ASCII grid files for garp use. Dan is
writing a converter to change RAW files to ASCII as well. GDAL can handle the
following formats:

  BT: VTP .bt (Binary Terrain) 1.3 Format
