Deal with current limited Rectification: what rules must be met to "allow plot" in, and how to alert user, and how to update the info that is missing, given that plot is in db
This bug envisions that some rectification set of rules exists and that if plots don't meet these, they would be partially embargoed. Users would then go to their embargoed plots and either remove them or fix what we didn't like about them and the embargoes would be lifted.
Neither the set of rules nor the ability to view such embargoed plots exists, much less functions to flag and update what was wrong about them and remove the embargo.
