VegBank

This would track what users have downloaded in the past and allow them to repeat the downloads, if they wanted to. Could be done as a list of plots or just save the file they downloaded. Possibly could make this public to allow people to download the same stuff, which would be nice as currently we can't recreate old views of data, but viewing the downloaded data could be tricky if it was XML and people don't know what to do with it.
