Description
When you choose "Enter Year Only" for Temporal Coverage (either in the NDPW or
from the Documentation menu), what gets displayed in the data package is 1
January of the year you entered (e.g., 2005-01-01). Only the year in the yyyy
format should be displayed.

Well I fixed one part of this problem but now a bunch of other issues are
present. The Temporal Coverage window's radio buttons are not being preselected
properly on edit, which is affecting the display of the date which is now
correctly stored in the EML.

Fixed.
Now correctly formats and displays YYYY-MM-DD or YYYY dates.
