make conversion utility prefer exact (numerical) slope and aspect if possible.

There is a utility that converts between NPS-PLOTS version 1.1 and 2.0

Currently, when you downgrade from 2.0 to 1.1, some fields get dropped, such as exact plot and exact slope, but the values from these should be used in the older categorical fields where available.
