update species in old archive database from Forbes

Description
Forbes has added some new plots to the database, and the species codes need updating, as do older NC_Codes that were added earlier. Anything with ~ at the beginning needs a real code (though these won't be used much longer).
Also, check to be sure ~SYMPSP. from the new plots Forbes added exist and got added to the right plots and code (4-921 and 4-928).
Dicranella has been resolved.
Xyris on these plots has NOT been resolved, we are checking with Joel:

Fixed, except for getting back info from Joel as to which Xyris we should use.
Joel has gotten back to us on Xyris and they are just an unknown sp in Xyris, not Floridian Bay. This bug is now squashed except for getting the archive to Bioark, which Forbes is helping me with, as I don't have write perms to Bioark currently.
Forbes put the database in the right place, this is done.
