Description
The way that data files are handled in packages needs to be updated. There is
no easy way to change/delete/add relationships in a package and there is no easy
way to manipulate a data file in a package. We need some kind of interface for
dealing with this.

Data files can now be added to a DatAPackage and associated with existing metadata.
