check sppID and NC_Codes in "old" archive db before updating to new

Description
The old database has two fields that seem to key into the CarSpList from HerbData, and TreeDataSml, but in reality it's only SppID. Some changes may have been made to old_NC_Code field, and these two fields need to be checked prior to migrating to the new archive DB.

A spreadsheet was made, marking the few cases where there are disagreements between the two. There are a few where we may want to double-check the final species ID from the next Excel spreadsheet of species updates.

These have been fixed in archive version 1.1.37
relevant files moved to
CVS_Occurrences\OLD
so that they are out of the way.

OLD ARCHIVE DATABASE, CVS_b2G.mdb (NCVSProto4.mdb derived, not from VegBank). I'm calling this 1.0.0 in Bugzilla.
