Description

The Levels 2&3 natural stem datasheet allows for selection of 1 of 4
cutoff heights and also species specific subsamples for stems. There is a
concern that contractors will abuse these options in the interest of
maximizing the number of plots sampled per day. At a minimum we should
require that a rationale be recorded for any change in these options from
10 cm and and 100%. Further, it may be necessary to develop guidelines
for when such modification is permissable, thought this is probably more a
contractual matter for EEP than a real change in the protocol.
Regardless, the manual should be modified to require the rationale and to
advise the guidelines may be set by EEP.

This is implemented in the datasheets version b39. We still have to think about when it is permissible from a business rule point of view. Entry tool needs to accept this new info, too.

added to version 4.1.3 of protocol. The rest of this is done, except for business rules about how and when to subsample or change the cut-off, which I will add a new bug for that (that is bug 2885)
