advise the guidelines may be set by EEP."

This spins off of bug 2862, which addresses documenting why and how the subsampling was done. This bug is about guiding people in how to decide to subsample and what percent/cut-off is appropriate. This is a sensitive issue, perhaps, in that overly aggressive subsampling will speed things up for contractors, but may decrease the accuracy of the sample.
