openWeird monitoring issues: species erroneously duplicated

Lara Rozell has had some strange issues with monitoring such as:
1) they go back and forth across the plot and sometimes they sample the same stem twice by accident in the baseline year. During monitoring, they need some what of saying "these are really the same stem."
2) similarly, sometimes two distinct stems turn out to be one plant, such as a dogwood that trails along the ground and pops back up. This was not clear during baseline sampling, but became clear during monitoring.
I think in these situations, we want to remove the stem from the original year's data and adjust those stem counts/etc. Or perhaps we need a new vigor code that would signal the computer to ignore the species in previous years. "E: Sampled Erroneously"
