I'm not sure if this is an issues before FF 2.0.0.8
To solve the problem, I tried clearing the cache, but that didn't work. Eventually, I fixed it by limiting the cache size to 0MB in Tools|options|Advanced|Network. Then applied that. Then loaded VegBank.org, which worked fine. Then I applied a new amount of disk space for cache.
It would be hard to recreate this bug, which is probably good, but means we can't report it as a bug to Mozilla.
Filing this in bugzilla in case someone else encounters this problem.
