Create ANT install target for developers

Description
The ANT install targets will go away for 1.9 since the install will be handled by a utility that will drop a war file into tomcat. We should create a tag named dev-install that will allow the developer to install the product easily.
The dev-install target was created for developers that compiles and wars the code and installs it into the web application directory. The dev.deploy.dir must be set in build.properties to the web application directory.
Also, clean options were added/modified to make it easier for developers:
-- clean: clean metacat code
-- localclean: clean metacat code and utilities code
-- fullclean: localclean plus clean eml code
