Description
During testing on dev.nceas.ucsb.edu, could not insert new test documents using the "dev" skin nor the ecogrid PutService interface.
error was:
<error>Accession number is required</error>
after restarting dev server, the test document was inserted successfully.

Created DBService class and made sure this class was only instantiated after the properties were configured. This assured that the appropriate db adapter was created.
