closedSRB RMI server doesn't authenticate after first connection

Description
After the initial connection is made to the SRB server using the SRB RMI server,
subsequent attempts to connect are always authorized, even from different
hosts. This problem persists until the RMI server is shut down and restarted.
Although this may be a problem withthe srb, it is unlikely because it is such a
basic part of srb operation that it would have been detected. However, it could
be and so that possibility should be tested as well as checking the RMI server
itself. This could be explored in conjunction with porting the RMI server to
SRB 1.1.7.

This big has been fixed, but needs to be revisited with changes added to srb
1.1.8
