Description

Christy Bowles has reported that trying to submit an eml-project file to metacat
results in an error (a dtd problem?)

Problem was fixed by removing optional and blank elements from xml generated by
the editor. Prevously, recursive elements were arbitrarily truncated, resulting
in invalid XML.
