Description

Create report layout controller that uses the ItemOfInterest model and the ReportItem model to determine the views in the Report layout designer, and respond to user interaction.

The report layout controller also generates the Report Object model

We did not end up creating a formal 'controller' for the layout, but we did create a method for rendering report layouts in the ReportDesigner class.
