When we save the Assessment Items as QTI documents, we also transform the URIs for those images into the ecogrid references (they become binary data objects that are saved locally and to the server).
On subsequent editing of an assessment item with an associated picture, the Image is not placed in the UI since it cannot currently be found (likely just looking in the local filesystem).
We need it to be more intelligent when it renders the assessment item editing interface so that both local file URIs and ecogrid URIs are resolved correctly
