Description

The model used by the ESA skin exposes data which should always be private. This needs to be fixed in two ways:
- update all existing data with appropriate permissions
- modify register-dataset.cgi to generate correct permissions

register-dataset.cgi has been fixed, waiting on feedback from other Metacatalysts before applying the fix to existing documents.

Tested locally against ESA database, worked with Jing to fix SQL to work with Postgres 7.4 and applied to server.
