Description
the "(What's this?) links do not work on the NCEAS skin.
Apache error log has the following error:
Use of uninitialized value in hash element at /usr/lib/perl5/Template/Context.pm line 98.
Use of uninitialized value in substitution (s///) at /usr/lib/perl5/Template/Context.pm line 114.
Use of uninitialized value in concatenation (.) or string at /usr/lib/perl5/Template/Context.pm line 166.

Typo was preventing template from rendering correctly, fixes in r4737.
